I wonder why there is no passenger car on the military train. What about security?

The date was 2015.04.25. This equipment was participating in the practice called "Flaming thunder 2015". The practice ended already in Friday (2015.04.24). I believe that military men are using air transport. All equipment was secured by the military police till the departure from the station. As I see in the drivers cab there is one more person sitting with a safety vest and probably he is leading the equipment till the destination point.
